 Broadway Triangle Community Coalition

Welcome to the Broadway Triangle Community Coalition (BTCC) Website.

FOURTEEN FACTS ABOUT THE BROADWAY TRIANGLE

  1. On December 22nd, Justice Emily Goodman of Manhattan Supreme Court granted the BTCC’s request for a stay, a court order that stops any implementation of the rezoning until after our March 11th hearing and decision.
  2. This stay stops any implementation of this rezoning, including any transfers of title to city-owned property.
  3. The March 11th hearing is on the BTCC’s request for a preliminary injunction, which is a court order to completely stop implementation of this rezoning until the entire Broadway Triangle case is over.
  4. This rezoning guarantees only approximately 125 units of affordable housing. The City falsely claims that its rezoning will build 900 units of affordable housing. However, this is grossly inaccurate because only approximately 125 units are mandated affordable. Any other units would be affordable only if developers took advantage of financial incentives. In difficult economic times, developers do not take advantage of such incentives. For example, after the economic collapse, developers for the 2005 Williamsburg-Greenpoint waterfront rezoning are not taking advantage of any financial incentives to build affordable housing, with rare exception.
  5. The BTCC lawsuit alleges race discrimination, religious discrimination, land use violations, and environmental review violations under federal, state, and city civil rights, fair housing, environmental, and rezoning laws.
  6. The lawsuit shows how the rezoning process was discriminatory and that it produced plans for housing that have a discriminatory impact.
  7. As the lawsuit demonstrates, this rezoning is an extension of a 30+ year pattern of racial and religious discrimination in Williamsburg when it comes to the issue of fair housing.
  8. Between 1976 and 2009, most of this discrimination has been documented by two of the most respected federal courts in the country, the Southern District of New York and the Eastern District of New York.
  9. However, the courts have also found that even after decades of litigation, the housing discrimination in Williamsburg has not ended.
  10. In Williamsburg and Bedford-Stuyvesant, the need for housing is and has always been great among all communities, no matter race or religion.
  11. The BTCC calls for the city to address that great need by working with all communities through open and inclusive processes and developing housing that truly benefits everyone, regardless of race or religion.
  12. However, in Williamsburg, the City has historically chosen to exclude most organizations and communities from its decision-making and the housing built.
  13. This is the story of the Broadway Triangle rezoning.
  14. The lawsuit requests the Court to stop this rezoning and re-start the entire process in a way that includes all affected communities and that ultimately produces a plan for housing that will benefit all, regardless of race or religion.
