 Broadway Triangle Community Coalition


 


Welcome to the Broadway Triangle Community Coalition (BTCC) Website.  The Coalition was formed in response to the Broadway Triangle Re-zoning (to be clear the BTCC does not support the re-zoning and urges the city council to vote “NO” on this re-zoning.  The land in question borders the communities of Bed-Stuy, Bushwick, Williamsburg Brooklyn, New York.

 

Let’s start off by saying that this isn’t any easy topic to discuss. 

 

 

Like an onion as you see above.  How so? Well, when you cut an onion, it’s quite certain to shed a tear or two.  When you hear about the political back room deals that were made to forward the Broadway Triangle re-zoning and excluding hundreds of local community residents, you will shed a tear too.

 

An onion has layers, just like the Broadway Triangle re-zoning, the minute you think you understand and it can’t get worse, that the city and some public officials can’t really be doing this.  You will peel another layer, then another and another. 

 

Where to start is always the problem with the Broadway Triangle.  Let’s just dive in! 

 

The Broadway Triangle rezoning is going through a ULURP process. What does that mean?  Well, it needs to be reviewed by local and city wide agencies.  Community Board 1, Brooklyn Borough President, which at this point no matter of their decision the re-zoning continues.  The Next stop takes us to the City Planning Commission (CPC).  Finally,   the City Council, where at this point something can be done here.  If they vote “NO” to this re-zoning, the Mayor can still veto the vote, but in turn the city council can overturn the Mayor’s veto. 

 

Ok, that’s the process, what’s the problem?

 

As shown in this image above, you can see the highlighted blue represents the Broadway Triangle as identified by BTCC and the original urban renewal plan.  The Dissected HPD version highlighted in red specifically is designed among other things to clearly cut out the Bed-Stuy i.e. community board 3 from the process.  Another issue is the process of how the City came up with the plan to begin with.  Two organizations, RBSCC and UJO got site control of public land yes public land without a competitive bid. Just complete control, a no bid contract to build affordable housing in the re-zoning, in turn they were responsible to hold a local community meeting that would bring stakeholders to meet and discuss their vision of the Broadway Triangle.  However, they only invited themselves.  Taken back by this, more then 40 organizations as you see to the left got together and requested for another community forum aka “Charrette”.   This was agreed upon by the other two organizations that got site control of this public land.  But, these two groups RBSCC and UJO at the 11th hour pulled out of the meeting.  In turn, the Broadway Triangle Community Coalition was formed on September 2008.  On December 2008 we held this community forum and invited over 70 organizations, local residents and elected officials to part take in this meeting.

From this community meeting came some great ideas that the city re-zoning doesn’t have:

  • A brand new park and open space that the current re-zoning adds ZERO park or open space
  • Doubles the amount of affordable housing
  • A business solution not like the HPD rezoning that uses Eminent Domain.
  • A  50% percent community  preference on the affordable housing would go to both community board 1 (Williamsburg & Green point) and community board 3 (Bed-stuy) not like the HPD rezoning that only gives it to cb1
  • Cut -out the Pfizer properties that will give them an instant 20 million dollars of value without any requirement to build affordable housing.
  • Finally, a real plan with a real community not like the HPD plan taken from two organizations.
